Any works to alter a listed building in a way that affects its special character (which could include works which, in an unlisted building, would be quite innocuous – like re-wiring or even, in some circumstances, re-decorating) require listed building consent and carrying out works without consent is a criminal offence carrying a maximum penalty of an unlimited fine and/or up to two years’ imprisonment!''
