AREAS OF EXPERTISE
Planning

Anna is a planning partner with over 14 years experience. She provides advice to developers, investors and local authorities, with a particular focus on residential development, strategic land, build to rent, energy and infrastructure. She regularly negotiates complex planning and infrastructure agreements and has a wealth of experience in planning inquiries and judicial review proceedings.

Anna is interested in energy and infrastructure (including Nationally Significant Infrastructure Projects), having led many clients through the consenting process for such projects and having acted for both acquiring authorities and landowners in relation to compulsory purchase. Anna has extensive experience of dealing with cases being heard at the Upper Tribunal (Land Chamber) and is heavily involved in sustainability, advising on matters relating to planning reform and the journey to net zero and how this impacts upon all stakeholders in the development process.​
Anna is approachable, commercially aware and has always strived to be a leader in the field, being recognised in The Legal 500 2024 for Planning as a Next Generation Partner.
WORK HIGHLIGHTS INCLUDE ​

Advising developers and local authorities on the negotiation and completion of highways agreements (Section 278 and Section 38 Agreements) for both off-site highway improvements and the adoption of estate roads, including agreements for complex, large-scale phased developments and Section 278 Agreements relating to DCO developments.

Securing highway stopping up and diversion orders under Section 247 of the Town and Country Planning Act 1990, including dealing with objections.

Advising on the impact of public rights of way, including diversions and extinguishments, and resolving disputes concerning private access disputes.

Advising on highway impact of developments in relation to planning appeals and judicial review relating to highway considerations in planning decisions including access adequacy, traffic safety and compliance with local transport policies.

Completed complex s106 agreements for multi-phased developments on behalf of Tonbridge and Malling Borough Council to secure BNG.

Completed s106 agreements on behalf of Mid Sussex Council for multi-phased developments including affordable housing, viability reviews and multiple phased contributions.

Advised landowners on compensation issues when facing compulsory acquisition for HS2.

Advised on numerous housing applications and appeals for PLC housebuilders and developers including advising a consortium of three major housebuilders on their planning application to build over 700 homes on an old hospital site, with numerous parts of the property having listed status.

Advised in relation to case heard in Upper Tribunal Lands Chambers, determining a dispute relating to HS2.

Negotiated section 106 and section 278/38 agreements, including schemes requiring Mayor of London approval.

Advised one of the UK’s largest privately owned investment companies in relation to compulsory purchase of land by Highways England at one of their hotels.

Planning applications and appeals for numerous logistics providers, including over a period of ten years in relation to an 11 million square feet logistics park.

Advised developers and landowners in relation to planning enforcement notices.

Advised a build to rent developer on their first shared ownership portfolio acquisition including complex advice around affordable recycling obligations and negotiating Deeds of Variation to section 106 agreements to vary the affordable provisions to ensure the purchaser could comply with the s106 obligations.
