John has extensive experience of advising local authority and private clients on town and country planning applications; compulsory purchase and compensation; public inquiries and appeals; the negotiation and drafting of Section 106 Agreements; undertakings and other infrastructure agreements; the Community Infrastructure Levy; listed buildings and conservation areas; applications to the courts to challenge planning decisions by way of judicial review and statutory challenge.  In addition to acting for numerous local authorities, John has advised private clients including Sainsbury’s, Transport for London, Network Rail, BP International, ING Real Estate and property developers including Barratt, Persimmon and Taylor Wimpey.

Work Highlights


  • Numerous local authorities on major regeneration and CPO cases.


  • A local authority on a £42million HIF grant funded CPO Project relating to highway improvements to enable delivery of over 3,000 homes.


  • Network Rail on compulsory purchase and compensation issues arising under the Transport and Works Act Order for the Thameslink project; and advising its predecessor Railtrack Plc, on the compulsory purchase and compensation aspects of the Channel Tunnel Rail Link (HS1).


  • Middle Eastern investors in respect of B1 development, including listed building consent in respect of the remains of the listed St.Alphage Church Tower; a separate scheduled monument consent in respect of a section of roman wall and medieval wall at St.Alphage Garden; and related section 106 agreements, all at One London Wall Place, London Wall, London EC2.
