The Government's decision to pause and review parts of the Local Government Reorganisation programme has created significant uncertainty for councils that have already invested considerable time, resource and money into preparing for change.
While implementation activity has been halted, local authority leaders cannot simply stop all work. The immediate priority is to protect progress already made, manage emerging risks and remain prepared for whichever direction the review takes.
Managing the pause
Councils should identify paused implementation activity, including third-party work, and review committed costs. Strategies and decisions made for transition, particularly property and lease arrangements, may also need reassessing.
Planning for the future
The review may affect both the timetable and direction of LGR. Councils should scenario-plan now so they can respond quickly if reorganisation resumes, changes or is delayed.

The pause creates renewed uncertainty for staff. Clear, regular communication is essential while leaders balance organisational stability with readiness for the Government’s next steps.
