“The judgement reinforces the importance of our plan-based system which strives to create an evidence-led framework for decision making so that it is not left to the whim of the political will of the day, which is perhaps currently the biggest barrier to development.”

She added that Gove’s decision to reject the re-use of an existing building should have been a boost to the government’s net zero agenda, but was instead was “based on a misinterpretation of the NPPF”.
